WHAT IS THE DISADVANTED BUSINESS ENTERPRISE (DBE) PROGRAM?

  • A program created by Congress to help remove barriers to participation in federally funded contracts by small, minority- and women- owned business enterprises
  • Ensures nondiscrimination in transportation contracting markets
  • Assists in development of companies that can compete successfully in the marketplace outside the DBE program

DBE QUALIFICATION

A Disadvantaged Business Enterprise (DBE) eligible firm, according to Title 49, Part 26 of the Code of Federal Regulations, must be a small business that is at least 51% independently owned and controlled in both substance and form by one or more socially and economically disadvantaged persons.

DBE certification is a federal program facilitated by INDOT’s Economic Opportunity Office.
