NEPA AND THE ENVIRONMENTAL ASSESSMENT

The National Environmental Policy Act (NEPA) was signed into law on January 1, 1970. NEPA requires federal agencies to assess the environmental effects of their proposed actions prior to making decisions. NEPA is broad and includes constructing highways and other publicly-owned facilities.

INDOT and the Federal Highway Administration (FHWA) are proceeding with an Environmental Assessment (EA) for NEPA clearance for the North Split project. The EA will document project impacts, include public and agency involvement, and document any mitigation commitments for the project. A Finding of No Significant Impact (FONSI) for the project, which completes the NEPA process, is anticipated to be issued by FHWA in mid 2020.

PROJECT SCOPE

As part of the NEPA process, INDOT has looked at a wide range of alternatives to address the needs of the North Split interchange and respond to public concerns. These alternatives were evaluated in an Alternatives Screening Report that was available for public review and comment in fall of 2018. The Alternatives Screening Report was updated and approved, and INDOT shared the results, at a series of neighborhoods in public meetings in summer 2019.
